Effective June 2, 2025, the state’s classification and compensation moved to four pay structures, replacing the previous ten pay bands for classified state employees. Each of the four pay structures comprises pay grades and state salary ranges for each pay grade. The four new structures are General, Clinical, Certified Law Enforcement and Technology.

Existing classified positions were slotted into the four new pay structures. The 2025 Classification and Compensation Reform Crosswalk can be found here: https://admin.sc.gov/sites/admin/files/Documents/StateHR/2025%20Classification%20Compensation%20Reform%20Job%20Slotting.pdf
As a result of the new pay structures, the FY 2025-2026 General Appropriations Act provides for a base pay increase for classified and unclassified employees effective the first pay date on or after July 1, 2025. Proviso 117.141 (Employee Compensation) of the FY 2025-26 Appropriations Act states that an employee will receive either the minimum of their newly assigned pay grade or a 2% increase, whichever is greater. SCFC Classified and Unclassified employees hired in FTE positions on or before June 2, 2025, are eligible for the 2% increase. The increase could not be applied until the final annual budget was approved. Therefore, the increase will not be included on the July 1, 2025, paycheck. The July 16, 2025, paycheck will contain the increase amount due for both the July 1 and July 16 paychecks. The Aug. 1, 2025, paycheck will be normalized going forward.
Human Resources has notified all employees of their new assigned pay structure, pay grade and salary range of their state classification and class code via mail.
